The protocol register, introduced in Italy at the end of the 18th century, has always been conceived as an annual register for over two centuries. With the reform at the end of the 20th century, particularly with DPR 428/1998 and DPR 445/2000, the legislator no longer expressly provided for the annual protocol register, but rather an emergency register and a daily register. This article examines the legal and doctrinal evolution of the protocol register in its various forms (annual, daily, and emergency) to conclude the necessity of explicitly introducing the annual register as a fundamental tool and finding aid for the current archive.
