The essay addresses a crucial aspect of promoting self-sustaining growth in underdeveloped regions: the creation of mechanisms that ensure the transfer of technology while at the same time allowing the accumulation of knowledge and the creation of local innovation capabilities. The paper assesses the role played by one of the few-and for many years the only-instruments created by Italian governments after the Second World War to support applied research: the IMI Fund for Applied Research (IMI-FRA). For the first time, this work reconstructs the entire series of funding of this instrument and tries to understand what were its effects in terms of innovation capabilities, especially in the Italian Mezzogiorno.
