The denomination “Western Balkans”, beside lacking any historical foundation, is a “geopolitical representation” aimed at regionalizing those countries in the Balkans with perspectives of entering the Europena Union which looks problematic for many reasons. Such a representation results effective as long as it allows to mask those reasons behind a geographical indication, offering a new and convenient aggregative synthesis. Beside political instability and the backwardness of the economy, criminality contributes widely to such a perception. The article is an attempt at analysing the “criminal cause” according to three essential points: 1) Legal systems and traditions, with the aim of associating the concept of criminality to concrete territories and to the authority/ies which is exercised upon it; 2) The drug network, with its paradigmatic role for geopolitics and crime studies, as well as for understanding the criminal question in the Balkans; 3) The notion of “grey zone” for specifying the geographical context and compare it to similar geographical areas.
Priva di fondamento storico, la denominazione “Balcani Occidentali” è una «rappresentazione geopolitica» in grado di regionalizzare quegli Stati della penisola balcanica la cui prospettiva di adesione all’Unione Europea è problematica per diverse cause. Tale rappresentazione è efficace nella misura in cui riesce a mascherare tali cause nella mera indicazione geografica, offrendo così una nuova e conveniente sintesi aggregativa. Accanto all’instabilità politica potenziale e all’inadeguatezza delle strutture economiche, la criminalità è la causa che più concorre a tanta premura. L’articolo si propone di analizzare la “causa criminale” in tre punti essenziali: 1) I sistemi e le tradizioni giuridiche, per ricondurre il concetto di criminalità al territorio ed alla/e autorità che lo controlla/no. 2) Il network della droga, paradigma degli studi geopolitici sulla criminalità e nodo della questione criminale nei Balcani. La nozione di “zona grigia” ad approfondire e confrontare il quadro territoriale con altri analoghi.
