These proceedings introduce a new proposal for a low–emittance muon collider. A low–emittance muon beam is obtained from the process e+e− → µ+µ− with positrons at the threshold energy of 45 GeV. A first test beam to validate the low–emittance muon production concept will be presented.

Abstract
