This article deals with the reflections Hans Kelsen suggested during the 1940s on peace-building after World War II. In the first part, the article summarizes what Kelsen wrote in Das Problem der Souveränität und die Theorie des Völkerrechts (1920) on sovereignty and state. In the second part, it discusses the fundamental concepts of the plan Kelsen drew up in the 1940s to avoid a new destructive war. In the last part, the author concentrates on specific problems Kelsen’s plan poses, taking cue from some essays about his thought published in the 1990s, when complex and relevant questions about globalization were on the agenda.
